A legal for trade scale may indicate that its counting feature is not legal for trade because of the way in which the counting feature functions. To count items, the scale simply takes the total weight of all of the items placed on the scale and divides it by the weight of a single such item. Since it is impossible to guarantee the uniformity of the weights of the items you place on the scale, the counting feature cannot be described as legal for trade on any scale.
